Full Job Description

· Lead the review, assurance and delivery of major and strategic capital business cases across systems and organisations. Working closely with subject matter expert colleagues to help deliver compliant business cases that are affordable, evidence value for money and are prepared in accordance with national frameworks and policies.

· Provide expert assurance to NHSE to support approval decision making for strategic capital investment business cases, ensuring that these meet the appropriate governance requirements and align with capital allocation affordability.

· Ensure rigorous appraisal of capital business cases to ensure viability and that financial risks have been soundly evaluated and mitigated.

· Support the delivery of regional capital allocations ensuring that systems and organisations deliver value for money, financially sustainable and efficient plans.

The post responsibilities require a qualified finance professional with a minimum of 8 years of post-qualification experience, which should include significant direct experience of the HMT Green Book compliant business cases, Comprehensive Investment Appraisal model and the presentation of capital business case reports to senior and executive level audiences. The role is part of the East of England region Senior Finance Team and therefore the role holder will be required to engage with and drive wider regional finance initiatives and support staff development. The role holder should also have excellent interpersonal, communication and analytical skills, be comfortable dealing with uncertainty and the have the ability to handle conflict in a positive and professional manner.
Please ensure you meet the essential criteria before applying:

  • CCAB Qualified Accountant with minimum 5 years post qualification experience

  • Track record of providing appropriate advice, support, judgements and decision making

  • Experience of the HMT Green Book compliant business cases, including use of the Comprehensive Investment Appraisal model

  • Experience of detailed benefits analysis, including identification and review.
